Scott Flowers is a former Administrator for the Florida Department of Health Medical Quality Assurance's Bureau of Enforcement, overseeing nationally recognized, statewide programs such as pharmacy inspections and investigations involving unlicensed health care providers. He routinely speaks on behalf of the Department to professional organizations, law enforcement agencies, and public consumers regarding the dangers of unlicensed health care providers.


He serves as Vice President for the non-profit organization One Billion Drops, which seeks to unite and foster partnerships among other non-profit and NGOs worldwide to combat abject poverty and maximize each project's lasting success.


He is an outreach liaison and advisor with Lifebuoy Consulting Services, LLC, where his expertise has helped small business owners and non-profit organizations streamline operations and run efficiently.


He has been a consumer representative on the Contractors Licensing and Examination Board of Leon County, Florida. He speaks, consults, and coaches in leadership, team-building, communication, and lean operations for business.


Prior to taking on these roles, he served as an Investigation Manager for the Florida Department of Health and a Revenue Manager for the Florida Department of Revenue. Before Scott moved into public service, he accumulated over 15 years of professional and management experience in the private industry. Scott has served as a District Manager for Tire Kingdom and TBA Shared Services, a Store Manager for Walmart, a small business owner, and a real estate investor. He has successfully created, run, and sold startup businesses in the entertainment, services, construction, and manufacturing industries. He received a bachelor's degree in Physical Science-Chemistry from Florida State University.

Above all, Scott's passion lies in being a husband, father of two boys, and an outdoorsman. He feels a duty and a vested interest in improving our public health, environment, and education system for future generations. Program administrator for two statewide nationally recognized FDOH programs.

  • Administer Inspection program with 35,000 facility inspections conducted statewide each year by 35 inspectors across 11 field offices, including 5 Sr. Pharmacists with nationally recognized cGMP training and 6 Registered Nurses who inspect Level I, II, and III Office Surgery centers
  • Administer the unlicensed activity program overseeing an outreach and marketing liaison and over 20 dedicated unlicensed activity investigators with an annual budget of approximately $2M and $535,000 for marketing and outreach
  • Design, develop, and implement a fraud detection, prevention, and investigation program for collaboration with sister agencies
  • Liaise between the Investigative Services Unit, Prosecution Services Unit, Consumer Services Unit, and Communications Department

  • Evaluated complaints against health care professionals, interpreting statutes, rules, and regulations, and opened and conducted investigations for possible violations of statutes or rule
  • Assured proper interpretation of laws and rules, maintaining confidentiality and quality assurance, and ensured thorough investigations were completed and forwarded to our prosecution and field units
  • Utilized state and federal databases such as CCIS, Pacer, and DAViD
